You need to check with your local community to determine their regulations when it comes to doing your own work. Most local governments will require you to have a permit to do any electrical work. Although it is not recommended, if your local government allows it and if you are qualified and know the proper safety precautions, you can perform your own electrical work. Anyone performing the work must do it in compliance with the National Electric Code. When you sell the building most municipalities will require an inspection letter from a licensed electrical contractor. If you do the work without meeting the local requirements, you could be taking on the electrical no permit liability.
